Successful Projects

Water and Sewer Rate Studies, Division of Water and Division of Water Pollution Control (WPC) City of Cleveland, Ohio.

The Division of Water (CWD) and Division of Public Utilities are municipal utilities operating as part of the City of Cleveland’s Department of Public Utilities. In the attempt to achieve effective and efficient operation of these utilities to meet current and future needs, both Divisions hired Hagler Bailly Services, Inc. of Arlington, VA and S&A Consulting Group LLP as a financial service consultant to perform detailed cost of service studies of the water and wastewater rates covering a five (5) year period. These same studies included the setting of rates for unmetered fire line service for CWD for the same time period; and a cost justification and recommendation for the setting of fees and charges for various specialized services provided to specific customers of both Divisions.

Policy and Procedures, City of Bedford Heights, Ohio

S&A was engaged to review and finalize the Employee Manual (Policies and Procedures) with the Human Resource Department. We reviewed the existing handbook, conducted meetings with all city department heads, made the necessary updates to the policies and procedures, assisted HR in creating new Policies and Procedures on an organizational level.

Talent Acquisition, City of Bedford Heights, Ohio

S&A assisted the city of Bedford Heights in recruiting an HR Manager. The recruitment process entailed candidate sourcing/screening assistance, role defining, job posting, resume review, initial screening interview, follow up interview, final interview before providing two final candidates minimum to client.

Prepared Agreed Upon Procedures and conducted an audit, Cuyahoga Metropolitan Housing Authority (CMHA), Cleveland, Ohio

Prepared supplemental modernization cost schedules and other costs incurred on closed/expended grants.

Performed a Human Resource Study & Recommendations, City of Bedford Heights, Ohio

The City of Bedford Heights engaged S&A to perform a Human Resources Operations Review. Our in-depth review included the following areas related to personnel administration and Human Resources strategy: Talent acquisition [staffing and recruitment]; Compensation; Employee benefits; Employee relations; Performance management; Succession planning; Training, development, and orientation; Legal and regulatory compliance; Recordkeeping, administration and systems; Payroll; Workers’ compensation.

Advanced Pattern Material for Investment Casting Applications - Project funded under I&I

This project investigated alternate pattern materials and was successfully completed to show the potential of a new material replacing traditional wax type of materials.

FOPAT advanced material of Investment Casting Industry

This project is funded by SBIR and Air Force to develop new material - Phase I. The project consisted of evaluating the process and material of a new material and process to overcome the disadvantages of current material in use for multibillion-dollar industry for aerospace and commercial castings. The phase I was completed and a two-year second phase was awarded to FOPAT.

Performed IT Security Assessment for the Beachwood City Office, Beachwood, Ohio

S&A analyzed and measured the level of security of City’s environment and identifying and detailing any potential gaps in the working environment. S&A also compared the level of security with a set of industry standards and best practices. The City of Beachwood was provided with a representative list of vulnerabilities, risks, and requirements. However, the service only entails an assessment of the current environment and suggestions on a future course of action.

Prepared Policies and Procedures of CMHA seven (7) Financial Divisions, Cuyahoga Metropolitan Housing Authority (CMHA), Cleveland, Ohio

Financial Administration (FA), Budget (BG), Cash Management (CM), General Accounting (GA), Tenant Accounting (TA), Accounts Payable (AP), and Payroll (PR).

Ohio Coal Development office, Ohio Department of development and the U.S. Department of Energy

Jointly funded the project on use of Aluminum/Fly Ash Metal Matrix composite foams from Coal Combustion By-Products. This project subcontracted to S&A Consulting Group demonstrated the use of syntactic aluminum foams made from Fly Ash as reinforcement for lightweight truck frames and other industrial application. The foamed material reinforcement is expected to reduce the weight of light trucks and SUVs improving fuel efficiency while increasing the level of passenger protection. The project has been completed successfully with a patent on developing and demonstrating novel, cost effective technologies that help produce salable materials from clean coal technologies.

Performed Audit of two (2) Gateway Garages, Gateway East, Gateway North of APCOA/Standard Parking, Inc., City of Cleveland-Division of Parking Facilities, Cleveland, Ohio

S&A ascertained that all expenses charged to the City of Cleveland are accordance with the contract and if concession Fee stipulated in contract is being followed and The City of Cleveland is being properly paid said fees. Traced monthly revenues and expenses to respective general ledger entries and validated if the required annual budget submitted by APCOA is being adhered to.

Predicting Pattern Tooling and Casting Dimensions for Investment Casting Department of Energy

The project consists of multi-year funded project under AFS 4L committee which overseas and define the guideline for the tasks undertaken by Oak Ridge National Laboratory, Oak Ridge, TN.

Disparity Study, Cuyahoga County, Ohio

Cuyahoga County, Department of Equity and Inclusion selected S&A Consulting Group in partnership with Keen Independent Research to conduct Minority-owned and Women -owned Business Enterprises disparity studies. The critical components of the Disparity Study include Utilization Analysis, Market Area Identification, Availability Analysis, Disparity Analysis, Anecdotal Evidence, and recommendations. This will be accomplished through the development of a data collection plan, followed by data collection and analysis, presenting the findings of the study and our recommendations moving forward.

Gender Equity Analysis, City of Toledo, Ohio

The City of Toledo Department of Diversity, Equity and Inclusion selected S&A Consulting Group in partnership with Keen Independent Research to examine the city’s policies, procedures and outcomes through a gender lens to determine the current standing of the city through data and research-based procedures. The findings of this analysis will serve as a tool to highlight best practices, promote accountability built on measurable standards and lead to innovative approaches to remedying the potential for discrimination in the workplace. S&A’s key role in this project will be to assist in qualitive research, In-depth interviews, community outreach and focus groups.

Development of Comprehensive Financial Plan, Including Cost of Service Study and Rate & Fee Analyses for Electric Service for Five Years, Cleveland Public Power, City of Cleveland, Ohio

The Division of Cleveland Public Power part of the City of Cleveland’s Department of Public Utilities. In the attempt to achieve effective and efficient operation of this utility to meet current and future needs, selected S&A Consulting Group in partnership with Raftelis as financial service consultants to perform detailed cost of service studies of the electric rates covering a five (5) year period. S&A’s key role in this project is in community engagement and strategic communication. S&A will be leading the team for the collection of data in the planning and facilitation of individual interviews for employees and community members and the collection of data in the planning and facilitation of focus groups and/or listening sessions for employees, community members and diverse range of stake holders.

Rate Studies for the Sewer and Water Enterprise Funds, City of Toledo, Ohio

The City of Toledo Department of Public Utilities/Division of Utilities Administration. In the attempt to achieve effective and efficient operation of this utility to meet current and future needs, selected S&A Consulting Group in partnership with Raftelis to complete the rate study to perform a comprehensive cost of service rate analysis for the sewer funds that will support long-term fiscal stability and future capital investment needs. The team conducted interviews with City staff to obtain a thorough understanding of the financial, operational, regulatory, and political environments, key issues and areas of concern, before beginning in-depth interviews with key residents, stakeholders and business owners to get their views, insights and knowledge on the infrastructure and cost of services.

Cost Allocation Study and Plan, City of Toledo, Ohio

The City of Toledo selected S&A Consulting Group and MGT Consulting to perform a comprehensive review and evaluation of the City’s indirect cost allocation and the development of a cost allocation plan that aligns with best practices for government entities. Our team evaluated the City’s current methodologies for allocating central services and support costs and provided a recommendation for standardizing cost allocation across the organization consistent with government best practices and generally accepted accounting principles [GAAP]. S&A participated in business and corporate management consultation services, customs consulting services & accounting services.
